It appears to work for me.  I tested it with these two lines added to my
cyclic diary file:

&%%(diary-float t 1 2) #A0 _ @9:00 10:00 Remind all for Conference Call on Wed
&%%(diary-float t 3 2) #A0 _ @9:00 10:00 Conference Call

I get appointments for next Monday and next Wednesday.

Have you set planner-appt-forthcoming-look-at-cyclic-flag? 

There is another thing that might cause some confusion: the number of
days includes the current day [so that the appointment list is for a
whole week]; this means that the default setting of 7 doesn't reach as
far as next Wednesday.

Could this be what is happening for you too?  What happens if you give
8 as a prefix argument, or set planner-appt-forthcoming-days to
something > 7?
