I finally moved the code for URL handling from planner to emacs-wiki.
emacs-wiki--dev--1.0--patch-25 (main changes) and
emacs-wiki--dev--1.0--patch-26 (important bugfix) implement flexible
URL handling for emacs-wiki through the `emacs-wiki-url-protocols'
variable.

Effect:

- Plain emacs-wiki users can now enjoy info:, man:, and google: URLs.

- Loading planner-* modules will make the new URLs available in all
  emacs-wiki-based buffers, not just planner ones.

- To add or override URL protocol handling, add entries to the
  beginning of `emacs-wiki-url-protocols'.

If you use planner--dev--1.0--patch-28 (current dev) or later, you
will need at least emacs-wiki--dev--1.0--patch-26 (and patch-25, if
you're cherry-picking changes.)

sacha-dev.tar.gz contains current versions of everything.
