Stupid me. :D

But it did not work also.

I copied the dll into the "bin" folder where the "runemacs.exe" is 
located.
I copied it into C:\Windows and C:\Windows\system also.
And I did a reboot.

I also using the "emacsql-sqlite-builtin" package. Not sure if this is 
needed.
