Actually this seems to be a bug somewhere updating the {tool,menu}-bars.

Try this:

1) emacs -Q
2) Insert this in scratch:
(global-set-key [menu-bar edit] 'undefined)

3) And at the end of the line do:
C-x C-e

The menu-bar won't hide Edit menu until you click it and for me it
blocks emacs after that when I try to reinsert text.
