jsonrpc.el is an implementation of a popular protocol. It's a good thing 
to have in Emacs. It's also not much of a maintenance burden (since its 
users are people who will most likely send patches themselves).

lsp-mode might have decided against using it, but they can still come 
around.

Could you clarify how that's dependent on Eglot being in Emacs?
