You mean when making a frame invisible and then visible? Here it's always changing the frame size itself that causes flickers, mostly when redisplaying the scroll bars and mode lines.
I was asking about the best-case scenario here. Like, is there hope for persistent popups that don't flicker after every input.
Scrollbars and mode lines aren't a problem because they're not needed in a popup. But visibility cycling still created flickering, even without them, in the Lucid build.
