I'm not sure human language is clear enough.  So, IIUC, you're suggesting

    (defvar user-emacs-directory
       ((file-directory-p "~/.emacs.d") "~/.emacs.d/")
       ((file-directory-p "~/.config/emacs") "~/.config/emacs")
       (t "~/.emacs.d/")))

Right?  If so, you have my vote.
