with-temp-file has no error handling section. If anything unexpected happens during setup or teardown, you can be sure it'll signal a proper error. The callers can't miss it, and they're free to handle different errors via condition-case.
You could say 404 is not an error, but handling it in a similar way to all other "actual" errors like "can't resolve the hostname" and "connection timeout" can be pretty handy.Yes, none of these should signal an error from the library.
How will the callers handle failure, then?
