People work on the itches they want to scratch.  I think an attempt to
tell them what to do and what not to will be futile at best, and at
worst will make some go away.

But still a roadmap, with prioritized features, would help to choose
"the itches they want to scratch". Also it would help newcomers find
out what to do.

Anyway, it was just a proposition.

The point is to find out how not too loose maintainers. If they would
step down and stay as developers would be great.
Maybe "exit interview" would help. ;-)
