No.

They shouldn't be expected to be able to distinguish between
confusingly similar, but subtly different characters.  Let me give you
a few examples:

 "
 “
 ”
 ‟
 〞
 〟
 “
 „

Can you tell which one is which just by looking at them?  (Assuming
your fonts are set to display all of them, that is.)
