Because its data is semi-permanent for many users and thus more
valuable, I implemented such robustness for desktop.el several years
ago. It seems to me that, with these several similar packages (and yet
more written by third parties), we probably want to have a flag that
says "this Emacs is the blessed historian" that, via a lock file, is set
for at most (usually, exactly) one Emacs process at a time. (Desktop
actually supports multiple desktop files, so perhaps it should really be
that each Emacs is the historian for a directory (under which these
various histories are stored) or for none.)
