    I described `initial-buffer-choice' in NEWS a hour after installing the
    patch in startup.el, when I realized that I forgot to describe it in NEWS.
    So perhaps you missed it in this short period of time.

That is probably what happened.  (I did a checkout at the time, and
verified it was not yet in NEWS.)
