I have rsync'ed mirror of CVS repository whose status is

% env TZ=UTC ls -l emacs/CVSROOT/history
-rw-rw-r-- 1 sa2c sa2c 5588994 2007-03-13 02:48 emacs/CVSROOT/history

The only missing change seems to be:
