Right.

We would have to rewrite the Gnus makefiles to make that possible,
which might be harder than it seems.  However, it seems that a Gnus
Maintenance Guide may be written, then we can mention that these files
should only be changed after discussion with the Emacs maintainers.  I
think that would be sufficient.

All the files I mentioned are rather stable, though.  They are changed
from time to time, but the changes are typically small.
