I must say that one of the things I really like in Jesse's mockup is the way he 
handled the "floating" menu; I wasn't sure that it would really survive outside 
of a NeXT look, and thus I always thought horizontal menus important in new 
look considerations, but after seing the work that Nicolas made in the Camaelon 
theme I began changing my mind. The mockup totally dissipates it though... what 
could be viewed as something "old school" stands out as something refreshing 
and "modern" as anything. It is for me one of the things in the ( very well 
made!) mockup that stands out as more refined, as giving that extra charisma to 
the desktop. Without it I think we would lose one of the defining 
characteristics of a GNUstep DE (new theme or not). The fact that Apple has an 
horizontal menu is actually fortunate in this regard since the floating menu 
makes GNUstep unique (again, I'm talking in a Desktop Environment sense, not 
single application).

I'm not against having the option, but I must stress that when looking at the 
mockup the floating menu  doesn't subtract nothing, but instead adds grace, 
function and charisma.
