Electric does not handle these devices. You could add a new layer to the "mocmos" technology (with the technology editor) and then place that layer over the appropriate transistors. You could also define new transistors that have the layer in place.
Also, for exatraction does the parasitic values given in electric correspond to real parasitic values(associated with the lamblda value) ? Or are these just some example.
Spice deck generation does extract "correct" parasitic values, as far as I know. Of course, these are approximations, and the algorithm is not as sophisticated as some.
