Searching for "poly" in the View->Command Center the fourth hit was
this:

Command: Polymetric Staffs (Off/On)
Turns on/off independent time signatures and barline on the staffs. Use
for polymetric notation.
Location: ObjectMenu->MovementMenu->Typesetter
Internal Name: PolymetricStaffs

Any build after this commit

2016-10-24      Richard Shann   Allow repeats lilypond style to be staff context

will allow differing barlines at the same moment.
