I have had a look where this comes from:

http://lilypond.org/download/gub-sources/regex-2.3.90-1.tar.bz2

In its ChangeLog the origin is given as:

Import from libc-2.3.90 CVS.

So it has been chopped out of libc, well someone's libc.
Can we build it for mxe?
