Follow-up Comment #22:

My box uses acrord32.exe as default viewer without trouble, so we'll assume
it is a gremlin in your system. Everything else is sound, though it is
debatable whether specifying "open" is better than passing NULL, the docs
quoted really give no indication. I'll revert that.
