The web page is necessarily encoded in utf8 so whatever is submitted through a
web form IS encoded in unicode.

We have not had any problem with utf8 on the swedish test server. For example this question contains swedish characters: http://equah.afraid.org/demexp/demexpweb.cgi?question_id=5
Maybe it is a problem with the proxy?
