Yes, I fact I realized this behavior using wget inside a bash script in
crontab, I copied the wget line from the script and added isolated to
root-cron and the behavior keep going.

I have installed this version:
*$ apt-cache policy wget*
*wget:*
*  Installed: 1.20.1-1.1*
*  Candidate: 1.20.1-1.1*
*  Version table:*
* *** 1.20.1-1.1 500*
*        500 http://ftp.cica.es/debian <http://ftp.cica.es/debian>
buster/main amd64 Packages*
*        100 /var/lib/dpkg/status*
