[Bug-tar] tar do carry permissions

Hi,

I am writing an application which uses GNU tar 1.16 on Windows.
The problem is, tar do not carry all the permissions. When the 
archive is untar on other system the files do not have same permissions ,
so the application fail to read the file.

I tried tar and untar on the same machine and permission do not carry
a. archive a file a.txt to xyz.tar
b. deleted the file a.txt
c. untar xyz.tar 
I found that a.txt now loose some of the permission like full control.

Is there a workaround for this. I tried -p --perserve-permission also but no 
avail.
