we would still end up with mixed line endings in new vs. existing

Yes, I understand, but at least the results are comprehensible, and I
think in nearly all cases, the results are what are actually desired.
IMHO.
Requiring to turn off the trailing CR heuristic
explicitly on the command line prevents this aberration.
So in those few cases where people want to force line endings one way or
the other, they can specify an option.
