I guess you have just become the default leader of the libparted windows
port effort :).
Seriously, if you know C, it should be pretty enough. After all, disks
are not really all that much than huge files, and as Andrew said, there
is only a small number of files to replace, mostly you need to do a
win.c which does the same a linux.c or gnu.c.
