It probably isn't much work to port libparted to Windows. libparted
already supports both GNU/Linux and GNU/Hurd. Cygwin isn't really "more
different". libparted's OS-dependent stuff is fairly well separated out
(IMHO).
I'm not aware of any Free partition programs available for Windows.
