Unfortunately, Parted doesn't support cygwin / windows.
I'm accepting patches...

I don't know how Parted should interact with Windows device layers.
I don't think it would be very difficult for a Windows expert to
port Parted to Windows.

Your particular problems should be solved in 1.6.x, I think, but
you'll run into others :/
