http://code.google.com/p/lilypond/issues/detail?id=1474 Since the initial categorization,1) Carl pointed out code and comments indicating that this is intentional behavior. The rising line of notes gets a little extra 'optical' spacing (and descending notes get a little tightening) but the optical adjustment is intentionally left out around accidentals. Regression test ‘spacing-correction-accidentals.ly’ confirms: "If right hand stems have accidentals, optical spacing correction is still applied, but only if the stem directions are different."
2) Janek voiced a preference for the *new* spacing, at least when space is tight. Arguing against proposed restoration of 2.12.3-equivalent padding around accidentals, he showed example code producing images equivalent to the comparison image above, with his preference for the black version (though something in between might be ideal).
