OK, you got me interested so I spent some time I didn't have on this. I

It appears that the optical spacing *is* being added during note-spacing.cc.
I assume (although I haven't tracked it down) that it is eliminated later
when the spacing is adjusted using the springs-and-rods algorithm.
The spacing parameter that affects this is NoteSpacing
#'same-direction-correction.
Presumably, if we want to keep the optical spacing in tightly-packed music
we'll have to make changes in the springs-and-rods code for a staff line.
