It means that you can not assign papers for code that is not yours 8-)
ftpd, rcpd, telnet etc ... are BSD.
I do not think you can assign papers for vacation(large % code is from BSD),

it does not mean you can not add it to inetutils.
I believe jeff's long term plan is to slowly fade this out.
there are programs that have been rewritten: telnetd, rlogind, ping, ifconfig,
etc ..
Sometimes for the challenge, or because the old code did not scale or it was
a burden to maintain etc .. Or like your whois, better/cleaner code
given/assigned.
