That said perhaps GNU Hello could formalize patching process

require a heavyweight process. This also fits in well with holding hello up
as an example to other GNU projects, rather than saying how they MUST be
organised.
I suggest you post your suggestions to gnu-prog-discuss, as hopefully
maintainers from projects like coreutils, automake and gnulib can weigh in
with the benefit of their practical experience. gnulib might also be an
appropriate home for a document describing best practice.
