[Bug-guile-ncurses] Version number 1.2 has not been updated

I have seen that the version number has not been updated from 1.2 to 
1.3 in at least two locations:

1) guile-ncurses/README:

This is GNU Guile-Ncurses v1.2.  It provides functionality to allow
programs written in the Guile interpreter to interact with character
screens in a terminal-independent manner.  It is a wrapper to the
underlying ncurses library.

(Also, it references guile 1.9.14.  Has this been updated to guile 
1.9.15?)
