If you look at the GNU coding standards, the requirement is to generate all the 
installation and distribution targets, so as long as you generate those.

Section 7.1 at:

explicitly mentions that you can use other build systems and make configure 
wrap those tools.  As meson gets more familiar you probably don't even need to 
wrap it.
