1. Use autoreconf instead of calling all the autotools.
My experience is that autoreconf can copy older files over newer ones.
If you update common files (like config.* and texinfo.tex) via gnulib or
by hand, autoreconf will not necessarily preserve them. It's not
so simple to fix this problem in autoreconf, unfortunately.
