I believe that taking over the channel is something the current GNU
group contact (not sure who that is; added address@hidden to CC from
[1]) can do, granted Rubén does not mind. To my knowledge, IceCat is a
registered project within GNU registered group.

As far as changing topic is concerned, talk to Giuseppe Scrivano
(giuseppe, address@hidden); they have such access (while they are not
the channel founder). CC'ing.
