[Bug-gnuzilla] #icecat need a IceCat representing channel owner

IceCat maintainer, Rubén Rodríguez, is known as quidam on freenode.net. 
It has been suggested that Rubén get permission as channel owner of #icecat

Then you could also do other changes, if needed
