Follow-up Comment #3:
The config file is what GNUstep uses to find all it's other files, so it has
to go in a standard place. That's pretty typical - X11 and many other
packages put things in /etc. Perhaps it corresponds to the autoconf
--sysconfdir option.
compile-all is an old, probably obsolete script. If you are interested in
compiling everything in one shot, I'd recommend the Startup package.
