Certainly it ought to be clearly specified one way or the other with an
appropriate justification in the GCS.
It is clearly specified, in the GNU maintainers document rather than the
coding standards, since that's where it's always been. There are
samples in the Texinfo manual, too (that's why I wanted to clarify it in
the first place). I updated it after my last round of discussion about
it with rms.
