If GNUBG can see them then the issue with Windows File Explorer, or
something else. Are you absolutely sure that your files are being stored
in c:\Program Files (x86)\gnubg ? I only ask because everything under
c:\Program Files (x86) is usually read only unless you are running as an
Administrator (I'm assuming you are a normal user).

The only other thing I can think of is that somehow your windows system
is misconfigured and SGF files are being hidden. If you turn on "Hidden
Files" view, do they appear. You can find information on enabling
showing of hidden files here:
