This would be against the Filesystem Hierarchy Standard
The GNU system doesn't follow the FHS, it follows the GCS where we use
libexec; so whatever the FHS mentions is irrelevant since gettext is a
GNU project and thus should follow the practices of the GNU project
(i.e. the GNU Coding Standards).
