sh: No address associated with name

Using tar version 1.12 this worked. Now we have tar version 1.13 and it will not
dump a file to a remote machine. Here is the command line I used in both cases:

tar -cpV monthlygina -T /tmp/monthly.list --file melinda:/tmp/dump

and I get this error:

sh: No address associated with name
tar_orig: Cannot open melinda:/tmp/dump: Input/output error
tar_orig: Error is not recoverable: exiting now


Like I said before, if I use tar version 1.12 it works great.
