Tramp uses Emacs' progress-reporter. However, this is based on timers,
which are fired only at dedicated point, for example during
accept-process-output. If there's no process output, no timer call, no
progress report.
(IIRC, there were problems with Tramp's progress reporter, which have
been fixed beginning of this year in the master branch)
