The history of binutils-gdb/config/gettext.m4 shows that it is
essentially a copy from 2004 of the one from GNU gettext.

Also, the NEWS file of GNU gettext 0.20 (May 2019) says:

    Instead of including the intl sources in your package,
    we suggest making the libintl library an optional prerequisite of your
    package. This will simplify the build system of your package.

Nevertheless, the binutils-gdb tree still carries an 'intl' directory.

So, I think you need to talk with the maintainers of this binutils-gdb
tree.
