Whoops, I undid this again, so you will need an Observer role.  When every
registered user has the submit ability, the issue pages reach sizes of over 800k
due to all the names in the "Assign to" and "QA contact" popup lists.  This 
didn't
seem kind to inflict on users on slow connections.
