I don't know.  That's why I asked you.

You needed to request an "Observer" role first and wait for me to grant it.  I
grant all observer roles to the project, but the web site software is missing
an autogrant feature.

It should work now without the Observer role, though.  I just gave permissions
to submit issue changes to all registered users on the site.  If any of the
other project owners complain I'll switch it back to requiring an observer
role, though.
