oh, -f... I' wondering, too. On Linux -f does not report if the file does
not
exists. Is this an special behavior on Win?

rm --help says:
-f, --force ignore nonexistent files, never prompt
^^^^^^^^^^^^^^^^^^^^^^^^
Would you please try to delete a nonexisting file?
# rm -f i_do_not_exist.foo
