Forgot to answer the second question.  It does not work with FreeBSD's
package building tool, poudriere.  Outside of poudriere it works on
FreeBSD.  My guess is that there is a problem with Emacs 26.1 triggered
by something poudriere is doing.  Maybe it is related to its use of
nullfs or jails or certain readonly filesystems that should not be
written to.
