Details:

This patch fixes up avrdude.spec.in so that rpm packages can be
built.  A change to the configure defaults had broken the old
spec file.

- Default to enable-doc=yes during configure.
- Move info file to docs package.
- Make building of docs package conditional.  Basic idea copied from avr-gcc.
