The only problem is that starting with doxygen 2.1.17, it needs this
hack where doxygen.config gets copied into a second file, so doxygen
can be run another time with USE_PDFLATEX = YES.

I'll try to patch doxygen to generate a Makefile that can create
both, plain old PS using latex and dvips, and PDF using pdflatex.
Let's see whether the doxygen author would accept this.
