The offending command would then likely be this:

Do you get the same error message if you open an MSYS shell, change to
the AUCTeX installation directory and execute the command directly from
the shell?

I seem to recall that the machine on which the snapshots are built has
quite an old version of autoconf installed and that this prevented the
reference card from being installed.  Not sure if there are additional
issues.  The above problem does not seem to be related to it, though.
And perhaps they installed a new version of autoconf in the meantime, no
