If all you want is to tar the package sources, then you can create
empty directories
/Projects/elpa/packages/ada-mode
/Projects/elpa/packages/wisi
and run the ada-mode Makefile pub-ada and pub-wisi targets. That will
populate those directories.
You only need the ELPA Makefile to make actual ELPA packages to test
installing them.
